IT Business Analyst Consultant based in Victoria, BC.
BC Ministry of Transportation and Infrastructure’s Information Management Branch is seeking a qualified Business Analyst to provide IT business analysis on a variety of capital and operational Transportation and Infrastructure-related IM/IT projects.
The Consultant will be assigned to the following project and possibly others on an as needed basis:
eDAS POSSE Platform Upgrade – The eDAS application supports the Development Approvals Program in the submission, payment, referral, analysis, communication, and registration of applications. The application is highly configured and customized on v6.3 of the Computronix’ POSSE Platform.
To support ongoing use of the eDAS application and facilitate future enhancements, the underlying POSSE platform and supporting infrastructure are being upgraded.
Requirements and Response: Proposed Consultants should have the following knowledge, skills, and abilities:
Knowledge in testing skills (design test plans and test strategy, writing test cases, executing test cases, preparing bug reports, verifying bugs)
Ability to review application specifications with business areas and technical teams to determine testable requirements
Ability to identify discrepancies between expected and actual results, appropriately document defects, and validates fixes.
Knowledge of change management;
Considerable tact, professionalism and diplomacy as the Consultant will interact with stakeholders, vendors, professionals and various levels of employees in a government setting;
Superior written and oral communication, interpersonal, influence and negotiation skills;
Works with a team co-operatively, including the ability to understand and respond effectively to team members with diverse views;

The Consultant should have experience delivering at least two IM/IT projects within the past eight years that clearly demonstrate experience in all the below listed skill sets.
Three years of experience in application release testing with specific focus on test strategies, test frameworks, test plans, and execution of test cases.
Three years of experience identifying, defining, modelling and documenting business needs, including documenting technical solutions;
Three years of experience interacting professionally with a wide variety of people in diverse roles (e.g., executives, contractors, technical experts, end users) to develop and implement automated business processes.
Three years of experience managing the quality of the delivered business solution to ensure it meets quality expectations;
Two years of experience leading multi-discipline or single discipline teams in a business initiative to design and align new business systems with business processes;
Two years of experience following a change management plan to move from the "as-is" to the "to-be" state;
Two years of experience managing effective communications with project stakeholders at all levels;
Experience working with the public sector is preferred, and will result in additional points being awarded.
Relevant Education and Professional Designations
Preference will be given to Consultants that have formal education (i.e. diploma or degree) in a related business or computer science field.
International Institute of Business Analysis (IIBA), - Certified Business Analysis Professional (CBAP).
