PAS (Policy Admin support) Lead

Ensure the development and implementation of the highest quality and cost effective technical work product, meeting all architectural and development standards relating to the implementation of vendor policy administration (PAS) platform.
Manage all aspects of technical delivery outcomes of the System Integrator and PAS vendor consulting services efforts throughout the delivery of the project. Lead technical team and drive to agreed outcomes.
Ensure talent development is aligned with current and future application development technology needs.
Provide technical direction and develop best practices for development work through the stages of design, construction and test.
Provide direction and support to the Tech Leads, System Integrator and PAS vendor consulting services.
Primary coordination point for the PM and Program Manager. Maintain a detailed production schedule that includes time estimates for each task, check points, deliverables and reviews to be included in the overall project plan.
Primary Job Responsibilities:
Lead team and provide direction and support to the Development Services Tech Lead(s) and IT developers, System Integrator and PAS Vendor consulting services to achieve consistent adherence to technical standards for application development and support work, including design, construction and test tasks. Ensure that the delivery of all agreed technical outcomes are met.
Minimize customizations to the PAS product maximizing cost effective maintainability and upgradeability in the solution.
Ensure the development expertise is aligned with the current and future application development technology needs and implement the appropriate measurements to assess.
Determine approach and manage, design and lead performance tuning and testing review sessions.
Ensure a good balance of team composition and where applicable tuning and testing review sessions.
Ensure a good balance of team composition and where applicable employing variable staffing /staff augmentation strategies as needed.
Establish environment design and implementation aligning to Chubb’s development, testing and production regions considering upgrades, production incidents and problems, discretionary and imperative work efforts partnering with enterprise Architecture.
Oversee and provide guidance for technical and/or staff issues, questions or concerns during regularly scheduled meetings/discussions.
Direct PAS solution definition and estimates through the facilitation of architectural design and compliance review best practices.
Provide technical mentoring support and ongoing technical guidance to Tech Leads and developers throughout development and maintenance work operations.
Accountable for managing/monitoring staff performance in accordance with Corporate HR guidelines.
In collaboration with the Tech Lead, provide developer performance feedback and developmental coaching.
In conjunction with the Tech Lead and Enterprise Architecture discipline, create appropriate training strategies that lead to the successful development of developer staff in fulfilling the overall needs of the Development Services operation.
Responsible for staff management functions in unit.
Review and provide feedback to the final user documentation.
Bachelor’s degree specialized training or equivalent work experience.
7+ years managing outcomes of vendor partners.
7+ year’s progressive experience with systems and applications development including systems/ application analysis and design.
5+ year’s progressive experience implementing Guidewire’s Policy Center.
Expertise in application development and maintenance.
Experience with the project lifecycle and the application development lifecycle.
Knowledge of design and programming techniques.
Experience with staff augmentation with the IT Industry.
Knowledge of version and revision control practices and procedures.
